Well, it really wouldn't be a surprise

Valve's New Games Hardware not as Open Source as Expected
Gabe Newell has owned up to the fact that Open Source and personal computing hardware are not really ever going to mix if you really want to make cash money.

Apple realised this way back in the early days of computing. IBM didn't. Gabe Newell has done...

He tells Kotaku, "We'll do it but we also think other people will as well." But he also adds according to the report that,"Valve's hardware might not be as open-source or as malleable as your average computer."

He does point out that:

"Well certainly our hardware will be a very controlled environment," he said. "If you want more flexibility, you can always buy a more general purpose PC. For people who want a more turnkey solution, that's what some people are really gonna want for their living room."

way to mis-interpret the quote, Valve aren't making a closed system for any reason other than being able to provide a working gaming PC out of the box, think of it as a console that runs PC games. They've realised that, in order to succeed in the living room, simplicity is the key.

It has nothing to do with creating an open system that others can copy (a la IBM), which is what the article implies.
