Certainly there would be the opportunity to mod the title on launch, and this is according to Respawn company lead Vincent Zampella in the following Tweet.
Says Vince in answer to the question: "(Do you) plan on releasing mod/mapping tools with the PC SKU of @Titanfallgame ? Would love to get back to a q3/source engine game."
