As it's now January 14th, 2014, there's no getting round the fact that Nintendo missed its 2013 release window for the TVii service on Wii U. It has, however, apologised for this and said that an announcement is due soon.
“We would like to apologise that we were unable to bring the Nintendo TVii service to Europe in 2013 as originally planned,” Nintendo has said on the service's product page.
“Please continue to keep an eye out for further announcements regarding this service in the near future.”
When it appears, TVii will bring together various movie and TV streams, including satellite channels and video on demand services. So, more soon hopefully...
