It is the early 21st century and the five major blocks of the world have organized themselves into the International Corps for Peace (ICP) to guarantee the peace. Within this world independent countries are in conflict as civil and ethnic wars have broken out. Peacemakers offers players the opportunity to choose whether to play the ICP or as the dictators, to ensure their best hope of victory.
