Pretty sure Big Rigs: Over the Road Racing is a worse game. ET at least had some effort put into it, it just had a really rushed development time, forcing the programmer to cut corners. Big Rigs remains terrible even after having had at least two different revisions after its initial launch.

I've never played ET, so I can't say it was the worst. I can say "Mille Miglia on C64 was pile of minced cock"
