A tweet from the Burnout dev tells us, "Please stop asking us for Burnout Paradise DLC. There will be no more! Sorry everyone! But we did WAY more than everyone else..." They did do a LOT. But... well, we all want more, don't we?
The fact that there's been nary a peep out of Criterion in a dog's age has, of course, a bit of a give away. Presumably the lack of further DLC is due to the fact that the developer is too busy beavering away at the next Need for Speed game.
