Take-Two has stated that
BioShock 2 will be out on October 30th "internationally", following on November 3rd in North America.

Cult of the Rapture community site for the game lists the platforms as "Xbox 360, PLAYSTATION 3 system, and PC" in its announcement of the date. There seems to be a bit of ambiguity surrounding that proclamation, however. The official release for Take-Two's financials still states the platforms as 'TBA'.
Questioned about that by analysts in an earnings call, board chairman Strauss Zelnick
said, "We're still working out what the right SKUs are and the right timing... No, you shouldn't read anything into that. We feel real good about the way it's going."
We await an official press release to ease our baffled brains.
In the meantime, it has been confirmed that
Mafia II and Red Dead Redemption have been delayed, but on the upside we've been given some
actual facts about the next batch of GTA IV DLC.
