How can it be so much cheaper to develop in Japan?

According to a report carried out by respected Japanese trade body CESA, the most expensive platform to develop a game for is the Nintendo GameCube, which sees an average spend of £370,326 per game completed.

Although this figure may seem high to the uninitiated, it stands in stark contrast to the usual figure banded around by developers and publishers in Europe, all of whom claim that to complete a title for a current system costs “at least a million pounds.”

Given the unarguably healthy state of the games industry in Japan, and the relatively high salaries enjoyed by development staff in the country, it seems somewhat strange that the average cost of development, for the most expensive system to develop for, should be so low.
