Nintendo has confirmed that downloadable title Pokémon Rumble U will feature Skylanders-style NFC support, with a trailer that details six toys that can be scanned into the game using the Wii U GamePad.
The "first set" (we don't know if there will be further sets in the future, but it's safe to assume that there will be) will feature seven Pokémon toys - six regular monsters (Pikachu, Bulbasaur, Piplup, Torchic, Lucario and Victini) and one rare collectible. These can be purchased from capsule machines, meaning the toys you get will be random with each purchase.
According to CoroCoro Magazine (via Serebii), you don't need to purchase the toys in order to play as certain Pokémon in the game. All 649 monsters can be collected without spending any additional money. But players using the toys will be able to earn coins with each play, with the chance to upgrade their abilities. This gives paying toy players a distinct advantage over others in the game.
