Here's the caveat: it's "free of charge for all players who have purchased all five Fallout 3 Game Add-ons as of September 22nd."
It's also English only, so you've got to have owned Operation: Anchorage, The Pitt, Broken Steel, Point Lookout and Mothership Zeta to get your token for the free theme or it'll cost you 240 Microsoft points.
