Summary

A hefty seven years since the second episode in this epic space strategy saga, and Master of Orion 3 finally gets a European release. The wait seems to have been worthwhile though - this game is on a massive scale. You don't merely represent petty interplanetary dictators anymore. Now you have the chance to become the controlling power behind an entire galactic civilisation; the dictators, presidents, councils, and overlords that come and go are merely pawns in your arsenal.

The basis of the game is to use these governments, their citizens, and their leaders to secure the destiny of their civilisation, to manipulate policies of freedom and oppression in both foreign and domestic arenas. It is not enough to be an able economist or a great starship captain to succeed in Master of Orion 3; considerable political, administrative, research, and espionage skills must be applied to make your civilisation's mark.

Although Master of Orion 3 is a turn-based game and you can do anything, you can't do everything. Only a limited amount of 'Imperial Focus' is available to you with each turn, so you must manage the ultimate resource - your own direct involvement. Therefore, as you build empires, retaining able administrators becomes more important (as does watching their loyalty and ambition). Growing an empire means growing a bureaucracy, and citizens can resort to voting with their feet or their pitchforks if they're not properly led.

So it is up to you to provide direction and focus to drive your civilisation to its goals. Left to its own devices, a civilisation will slouch forward, but when properly led, their destiny will be forever written in the stars.
