Could be the difference between "accounts" and "users" of course,

Given that number of PS3s 'sold' by Sony is in the 50 millions, the number of PSN accounts is pretty meaning less in this case.
That 1.5 million users could be users that signed up but don't have a PS3 ( I created 2 PSN accounts when they opened it up for Euro registrations, however I've only ever used 1 of them to sign in).

Also, he only says that 94% of users came back immediately, that doesn't mean that the other 6% didn't come back at all. Nor does it state that he meant 94% of the total PSN registrations, it could just be 94% of the accounts that had been logging in during the months prior to the hack.
