The sign-up page was flagged up by a NeoGAF user who received an email invite to register. The email contained a link to this page. EA support on Twitter confirmed that the page is legitimate, though the official Titanfall feed stated that no announcement has been made.
It's worth noting that the sign-up page says "If you were directed to this page via e-mail, please login with your Origin account by clicking the button below," (our emboldening). While it looks like you can input your Origin account details regardless, it may be that you won't be accepted onto the program without having received an email invitation.
